What do they do, or what are they supposed to do? Haha. That is my little joke. Ambassadors are appointed because two or more powers do not always get along. For us, it is races. The Earthers like to shoot first and ask questions later, the Centauri Empire must of course pursue its own interests, the Narn Regime, well, they are a distasteful lot. The Minbari, no one knows what they will do in Valen's name, yes? But we do not want to be shot out of space. We want to all live. So Ambassadors, we work out the conflicts between our peoples. Most of the time.
